The Wilton Rancheria Resort and Casino sits just west of Highway 99 in Southeast Elk Grove and has become a major icon in the gaming industry, co-developed by the Wilton Rancheria tribe and Boyd Gaming. DeSilva Gates Construction was selected to serve as the General Contractor to site improvements for Sacramento county’s first tribal casino.
Construction began by demolishing the existing infrastructure of a partially constructed shopping mall project that was halted due to the economic uncertainty surrounding the COVID-19 pandemic. Crews removed underground utilities, demolished pads, roadways and parking areas, clearing the 36-acre parcel for a 450,000 SF building pad and a 1 million SF parking lot. A total of 48,000 TN of aggregate base was laid on the building pad and parking areas, followed by 20,000 TN of asphalt. In conjunction with the onsite grading operations, an offsite grinding operation was key to providing recycled materials for on-site re-use as well as being able to combine multiple operations, allowing for further savings to the construction schedule.
Preliminary research and planning were also key to navigating unique challenges brought by environmental and permitting regulations associated with performing work on tribal ground.
The half-billion-dollar project was divided into 6 zones, warranting the best use of space, time and resources. With an accelerated timeline of 14 months, the project team successfully coordinated work between 76 on-site contractors, resulting in the project being consistently ahead of schedule.
Upon completion, the Resort and Casino will host 302 guest rooms and suites, an expansive gaming floor with slot machines and table games, restaurants, a spa and a convention center. The project created 1,600 construction jobs over its lifespan. An estimated 1,750 full-time jobs will emerge and create an annual multiplier effect for the regional economy.
